On March 13, the House Oversight and Reform Committee’s Subcommittees on Civil Rights and Civil Libertiesand Government Operations held a joint hearing on the proposed Fair Chance Act (H.R. 1076), which wouldexpand so-called "ban-the-box" policies growing more popular among the states to the federal government.There is a continuing trend to blunt the impact that prior convictions can have on employment prospects.Bipartisan issue. The hearing revealed strong bipartisan, bicameral support for criminal justice reform thatwould remove barriers to employment for people who have paid their debt to society—formerly incarceratedindividuals.
