ACCC specifies when discrimination by NBN Co is not discrimination

The ACCC has finalised the explanatory material It Is required to produce setting out when discrimination by NBN Co - and similar network operators - between different retail services providers will not be considered as such for the purpose of rules that prohibit discrimination. The ACCC says it "does not consider that any and all differences in terms, conditions or manner of treatment between access seekers will amount to 'discrimination between access seekers' in all circumstances.
