Agreement is possible on a certain number of concrete measures but not on a binding, global treaty on greenhouse gas emissions. Meeting on 20 and 21 September in New York in the framework of the Major Economies Forum (MEF), the eighteen biggest polluters on the planet (major industrialised countries and emerging economies) confirmed the modesty of their ambitions two months before the UN climate conference in Cancun.
