The US administration is making a concerted effort to convince the Senate to finally ratify a major international treaty - one the EU has been a party to since 1998 - regulating the high seas. At a hearing in the US Senate Committee on Foreign Relations, on 23 May, Secretary of State Hillary Clinton led other top officials in laying out the arguments for ratifying the 1982 UN Convention on the Law of the Sea (UNCLOS).
