The Kyoto Protocol led the European Union to develop the European Emissions Trading Scheme (EU ETS), one of its current key instruments to reduce EU carbon emissions, by adopting the Directive 2003/87/EC, entitled "establishing a scheme for GHG emission allowance trading within the Community".
