Countries that import oil should take emergency measures to constrain demand already if supplies fall by one-to-two million barrels a day, the International Energy Agency looks set to propose. The threshold trigger is much lower than that which the Paris-based think tank has supported since its creation in the 1970s - 7% of global oil supply or 6 million barrels per day - and should appear in a not-yet-released report to be put to IEA energy ministers meeting on May 1-2.
