BusinessEurope: Proposal for ETS benchmarks inadequate

The carbon benchmarks currently being discussed at EU level for phase III of the EU's emissions trading scheme (ETS) for 2013-2020 are "unsustainable", according to industry group BusinessEurope.rnIn a 15 January position paper, the group says that the current proposal will reduce the number of free allowances by almost 30 per cent, placing EU manufacturers at a disadvantage compared to less-regulated overseas rivals. This will lead to a reduction in "investment funds at the very time [companies] are trying to make improvements".
