State Officials Propose Eligibility Criteria On Economic Incentives for Biomass Facilities

The Massachusetts Department of Energy Resources released a proposed regulation Sept. 17 that would establish eligibility criteria for biomass facilities to receive financial incentives under the state's renewable energy program.rnThe proposed rules were drafted in the wake of a study released by the department in June that found electricity generated from biomass compares unfavorably with electricity from coal-fired power plants, based on total carbon emissions (41 ER 1324, 6/11/10).rnThe regulation establishes certain factors that woody biomass facilities must meet under the state's Renewable Energy Portfolio Standard (RPS) to be eligible to receive Renewable Energy Certificates.
