The Massachusetts Department of Energy Resources has proposed rules that would revise eligibility criteria for biomass facilities to receive financial incentives under the state's renewable energy program. The proposed regulations (225 CMR 14.00), released April 27, would establish certain standards that woody biomass facilities must meet under the state's Renewable Energy Portfolio Standard (RPS) to be eligible for renewable energy credits. A coalition of environmental organizations called the proposed rules "nation-leading and a win for science-based policy."
