The more than 190 nations that will resume talks on a global climate deal in November may have to do so absent U.S. passage of a climate bill, the top U.S. negotiator said May 18.rn"We will find a way to have a result-a positive result-even if the legislation is not done" before U.N. climate negotiations convene in Cancun, Mexico, ToddrnStern, the U.S. special envoy on climate change for the State Department, said.rnStern, speaking at a climate forum held by the Brook-ings Institution, said "it's absolutely critical" for the United States to pass a climate bill because it is in the nation's own interest to curb greenhouse gas emissions and to create incentives for clean energy. Passage also is "important for our credibility in the international discussions" and could help build a "positive sense" in the atmosphere of the talks, he said.
