Tahoe Regional Planning Agency did not act arbitrarily or capriciously in issuing Regional Planning Compact environmental impact statement for Lake Tahoe regional plan update, because: (1) EIS adequately analyzed effects on water quality, soil conservation, and biological resources of concentrating development in community centers, and (2) TRPA's assumptions in EIS, that future enforcement of best management practices would reduce water quality impacts of concentrated development to less than significant levels, were supported by substantial evidence and entitled to deference.
