Environmentalists are acknowledging limited near-term opportunities to win EPA greenhouse gas (GHG) rules for aircraft, ships and other large mobile sources beyond cars and trucks, and are shifting their focus to talks at United Nations (UN) agencies in the hopes of winning a global deal on ship and aircraft GHG controls. The United States has long expressed its preference to craft an international pact on reducing emissions from the two sectors, rather than having EPA issue Clean Air Act rules that would only apply to domestic ship and aircraft. Environmentalists have petitioned the agency to issue such regulations, but those efforts are stalled. Litigation filed by the Center for Biological Diversity (CBD) to try and force EPA rules is pending in federal district court.
