EPA is likely to respond to long-pending petitions asking it to regulate greenhouse gas (GHG) emissions from ships and aircraft by deferring to the United States' ongoing negotiations with international emission standard-setting bodies rather than first issuing Clean Air Act rules, though EPA may rely soley on its air act authority if the negotiations fail.rnBut the National Association of Clean Air Agencies (NACAA), representing state air officials, argues that EPA must start work on domestic air act rules for the sectors to safeguard against a breakdown in international talks or weak GHG controls.
