More specifically, it aims at the middle class, and the construction industry stands to benefit. The act would aid small businesses with payroll tax cuts and tax breaks for new hires. It would also increase spending on construc- tion projects, including infrastructure. Obama sent the proposed legislation to Congress and requested it give the act priority status. To pay for the act. Obama called on the Joint Committee to find more deficit reductions to main tain deficit reduction goals.
