Política internacional subnacional y su medición: debates y propuesta para su abordaje en el caso de los municipios de Argentina

摘要

This paper analyzes the international relations of subnational actors. First, it focuses on local governments and summarizes the main concepts used for its description. From them, it makes a proposal that fits the reality of the municipal governments of Argentina through the conceptualization of subnational international politics. Second, it establishes a measurement tool to set parameters on the profile and trajectory of the external actions of local governments through the level of international participation. In short, the article represents a breakthrough in providing a comprehensive thematic approach from which to address the international participation of sub-national actors.
