The design and implementation of multilayer mechanism is very important to improve system reliability and system compatibility. In the art teaching and mutual design and various functions of the application system are carried out in W E B, all users can through the network to realize mutual art teaching and learning system. In this paper, the design and implementation process combines NET and SQLSERVER related technologies, the main technology used in data access is ADO.NET technology. Through access control design and user role control, fully guarantee the security of the system. Through the design and implementation of the system, online learning, BBS forum, online work and online testing are realized. At the end of the art teaching and mutual aid system was tested, the system can achieve a good art teaching landing, online learning, exchange forums, online homework and online testing function, achieve the goal of the system design
