One of the major keys to opening the flow of Central Asian and Caucasus oil and overland trade with Europe has been the question of resolving the Nagorno-Karabakh issue, which has blocked pipeline links as well as political interaction between the two regions. The February 10-11, 2006, Paris Summit of the presidents of Armenia and Azerbaijan might have proven to be a turning point in the so-far slow and torturous progress toward resolving the Nagorno-Karabakh conflict.
