The present invention relates to a saved fuel oil trading and compensating method using a saved fuel oil trading and compensating system and a computer-readable recording medium in which a saved fuel oil trading and compensating program is recorded. The saved fuel oil trading and compensating method comprises the following steps: a first step of collecting fuel oil usage amounts of a fuel oil user in real time received and collected by at least one fuel oil usage amount measuring and controlling device; a second step of computing the saved amount of fuel oil of the fuel oil user based on the received fuel oil usage amount and a standard amount of fuel oil of the user and quantifying the computed saved amount of fuel oil of the user into an energy reduction right and certified emission reductions; a third step of transmitting the quantified energy reduction right and certified emission reductions to a verification institution server and receiving the energy reduction right and certified emission reductions certified by a certification institution based on the quantified energy reduction right and certified emission reductions; and a forth step of selling the certified energy reduction right and certified emission reductions on a response of purchase requests after receiving the purchase requests of demanders of the energy reduction right and certified emission reductions. By this, the saved amount of fuel oil of energy savers can be quantified into the energy reduction right and tradable. Also, the present invention is capable of letting a fuel oil user compensate a fuel oil saver for the saved amount of fuel oil into an amount of money corresponding to the saved amount of fuel oil. In addition, information on fuel oil usage amounts of fuel oil users can be extracted to control mechanical devices and sailings of fuel oil users.
