The Department for Education keeps cash retentions on offsite projects, it has emerged, in a policy branded "astounding" by one trade-body leader. CN revealed earlier this year that the DfE was the best performer among the government departments that signed up to a presumption in favour of offsite, starting in 20l9.The DfE awarded 22 contracts with an offsite component in the first eight months of 2019, dwarfing the totals for other ministries.
