Colouring judgement on accessibility

When considering the provision of a new public toilet, local authorities and private companies invariably concentrate on issues such as hygiene, safety, to charge or not to charge, whether to include a baby changing unit, and even how to combat activities of a less than legal nature. Of course, these issues are important and require careful consideration. However, all too often access for disabled people is an after thought rather than being at the forefront of the design process. Yes, access must be addressed via Approved Document Part M of the Building Regulations, but this is primarily aimed at providing access guidance for wheelchair users - and then only to a minimum standard. When it comes to provision for sensory impairments or older people, the Regulations are found wanting.
