In mid July, amid a flurry of consultation papers and policy statements, the Government launched its Low Carbon Transition Plan, which is part of its commitment under the Climate Change Act.rnThis White Paper is, in effect, the national strategy for climate and energy. Ed Miliband, Secretary of State for Energy and Climate Change, said in his foreword that the transition to a low carbon economy will be one of the defining issues of the 21st century.
