Brighton & Hove Council has been making waves recently, hitting the headlines nationally with claims in the media that its new communal bins are "heralding the demise of the traditional bin collection service." But what is all the fuss about?rnHistorically Brighton & Hove has had problems with refuse containment, operating a black sack collection service until 2004. The black sacks were targeted by seagulls and other wildlife, resulting in litter being strewn across the streets. In addition, the collection service was one of the most expensive in the country and levels of satisfaction were pretty poor.
