Clinton Trumps Congress On Water Quality Regulations

Just before President Clinton signed a bill into law that will prohibit him from adopting any new rules regarding the total maximum daily load (TMDL) of pollutants allowed in the United States' waterways, he adopted a TMDL regulation that sets limits on the amount of pollutants entering a given body of water and the amount allowable from any single source. By adopting the rule before signing the law, Clin- ton guaranteed that the rule will take effect, although not until October 1, 2001.
