Many countries are currently experiencing acute labour shortages across a broad spectrum of industries. In Europe, it is estimated that the working population will decline within the next 10 years and could fall to 223 million by 2025, compared with 225 million in 1995, while the over 65s continue to rise and account for 22 per cent of the population in 2025 (up from about 15 per cent now). In addition to the declining workforce, countries are also concerned to attract entrepreneurs, in particular in the high technology sectors, who will generate businesses and keep countries at the cutting edge of technological developments.
