By analyzing such measures as entrepreneurial incentive, frictional vacancy, feasibility rent, equilibrium rent, affordability analysis, fundamental market analysis, and capital market analysis, an appraiser can reasonably estimate where a subject's specific market is currently in the cycle. With an understanding of market cycles, appraisers can meet the goal of Guide Note 12 by going one step beyond a traditional value opinion tied to one particular valuation date and also provide an opinion regarding the sustainability of that value. In this way, the appraisal report becomes a more valuable and helpful tool for clients who need to know the likely market trend in order to make good decisions.
