Scott P. Hoff, Lydia A. Holmes, Lyle D. Munce, and David C. Sobeck have been named partners at Carollo Engineers, which specializes in water and wastewater engineering. Hoff, based in the Phoenix office, has 15 years experience in public works engineering, focusing primarily on wastewater facilities, including preliminary and detailed design, construction services, plant and system hydraulics, water transmission and storage, and wastewater reclamation. He has completed projects for Dallas Water Utilities, North Texas Municipal Water District, and the city of Garland, Texas, as well as several projects in Arizona, Florida, Mississippi, and Ohio. He has a degree in civil and environmental engineering from the University of Cincinnati, Ohio. Holmes, based in the Walnut Creek, Calif., office, has been with Carollo for 14 years, with expertise in water resource and wastewater planning, permitting, sustainability, and natural treatment systems.
