Dewberry, a privately held professional services firm headquartered in Fairfax, Va., has announced several staff changes at its Charlotte, N.C. office: the promotion of Timothy A. Rudolph to senior associate, promotion of Christopher M. Fleck to engineering design manager, and the hiring of Frederic Shmurak as water resources engineering department manager. A registered land surveyor for 28 years, Rudolph now manages the operations of the surveying department.
