Final Rule Sets Requirements for Cap-and-Trade Alternatives to Source-Specific BART

In an October 13, 2006 (71 FR 60612-60634) final rale, EPA revised the regional haze regulations addressing alternatives to source-by-source best available retrofit technology (BART) determinations. The final rule revises the regional haze regulations to address using state- or region-wide cap-and-trade programs as an alternative to requiring specific, individual sources to install and operate BART controls.
