The United States Environmental Protection Agency (EPA) has revised the regional haze BART guidelines as ofrnJune 15, 2005, requiring older individual stationary sources in 26 industrial categories to be evaluated forrninstallation of Best Available Retrofit Technology, known as BART. In order to meet a December 17, 2007 SIPrndeadline, states will have to start the BART evaluation process in 2005. CALPUFF is the preferred model to bernused to determine whether a BART-eligible source is causing perceptible visibility degradation. Any source that is "reasonably anticipated tocause or contribute" to regional haze in any of the 156 PSD Class I areas will be subject to BART, which must be installed and operating in the 2014-2015 time frame. It is anticipated that many states will allow or even require individual sources to perform their own BART eligibility review in the 2005-2006 time frame, using CALPUFF, but that other states will depend upon their own modeling analysis or upon modeling conducted by the Regional Planning Organization to determine the sources subject to BART. This review addresses various aspects of the proposed rule as it pertains to source-specific regional haze assessments and illustrates alternative refined assessment methods for a sample coal-fired boiler. The use ofrnCALPUFF modeling to determine the relative benefits of various BART options is also examined to demonstraternthe viability of equally effective but less expensive BART alternatives.
