黄河河道采砂管理控制性指标研究

摘要

The control indexes of sand excavation management are set up for the effective management of sand excavation activities and are the key issue and special difficult in the planning of sand excavation management. The paper studied the control indexes of setting up forbidden area,total annual control,allowable excavation area,reserved area,sand yard and waste disposal based on relevant laws and regulations and put forward detailed rules.%采砂管理控制性指标是为达到对采砂活动进行有效管理目的而设置的，是采砂管理规划中的重点和难点。根据黄河流域的采砂特点，依据相关法律、法规等，对禁采区、年度采砂控制总量、可采区、保留区及堆沙场的设置及弃料处理等控制指标进行了研究，并提出了具体细则。
