Learning from experience of Germany higher education system, the independent colleges should transit from discipline undergraduate to applied undergraduate. Its students mainly come from vocational graduates and the higher vocational students who have completed two-year vocational courses. The "overpass" role of independent colleges in modern vocational education system is to provide students for the upward extension of secondary and higher vocational education and the high-end professional skilled graduates.
