During his presidency in Xiang-Ya during the period of Republic of China, he inherited the core philosophy of Xiang-Ya of elite talent education, and formed his higher education thoughts, launching a nationwide movement and cooperative education, focusing on university cultural and spirit cultivation, emphasizing academic research, advocating university academic construction, and paying attention to faculty and facility construction so to improve the quality of higher education. Zhang Xiao-qian has made an important contribution to the promotion of higher education in Chinese universities especially in the construction and development of Xiang-Ya. Studying and discussing Zhang Xiao-qian's higher education thoughts and practices are still of great significance to the reform and development of higher education today.
