浅谈新形势下如何做好铁路建设贯彻落实国防要求工作

The requirements of national defense may be defined as those put forward in regard to the defense of the territorial sovereignty of our motherland, preventing the armed aggression by the enemy, and all the measures that have to be taken. From the angle of the functions of the railway in national defense, and focusing on carrying out the lequirements of national de- fense in railway construction in the new situation, a relatively deep analysis is made of the necessity of railway construction car- rying out the requirements of national defense, with existing national-defense-related difficulties in banking mechanism and sys- tems, standards and norms, the construction of hardware and software, etc. put forward, and corresponding measures for car- rying out the requirements of national defense suggested.%国防要求是指为保卫祖国领土主权、防备敌人武装侵略应采取的一切措施而提出的要求。从铁路的国防功能人手，围绕新形势下铁路建设贯彻国防要求工作，比较深入地分析了铁路建设贯彻国防要求的必要性，从投融资体制、标准规范、软硬件等方面论述了存在的困难，提出了贯彻国防要求的对策措施。
