'一带一路'建设中的人才互通:模式 、实施路径及存在的问题

This paper puts forward the concept of talent interconnection under the Belt and Road Initiative ,and discusses the modes ,pathway and of problems on it .And it constructs the whole framework for constructing and implementing talent interconnection mechanism .%在"一带一路"倡导的政策沟通、设施联通、贸易畅通、资金融通和民心相通即"五通"原则下,提出全球化人才发展战略,引入"一带一路"人才互通的概念,探讨了"一带一路"人才互通的模式、实施路径以及存在的问题,构建了"一带一路"人才互通机制构建与实施的总体框架.
