To promote the construction of Shanghai international shipping center,the planned new deepwater terminal construction in Hengsha pushes forward the innovation and breakthroughs of the existing port management system and building mechanisms. Through reviewing,analyzing,comparing and summarizing the successful experience of the major ports at home and abroad,market-oriented recommendations will be proposed in terms of effectiveness and feasibility,as well as the idea of"Shanghai Freeport".
