ABstract:Health is the focus of human society. And also is the important factors that affect human well -being. With the deepening of economic reform and the acceleration of social transformation,and the transfer the traditional significant of the unit people to social people,the demand for the benefit of people is rising. As a result of the enhancement of disease uncertainty and the risk consciousness of people,the Health insurance has been more emphasized heavily recently. The Health Care System consists of four parts,the social medical insurance,medical insurance,the commercial medical insurance and medical assistance,playing an important role in the protection of citizensˊ health. In order to solve the long - standing contradiction in the medical and health system and the problem of the rapid growth of medical costs in our country,a new health care reform scheme was approved by the State Council In early 2009. A multi - level medical security system has been put forward to build In the new health care plan clearly,commercial health insurance must be developed actively. From the perspective of fairness and efficiency in the background of new health care reform,this article illustrate the situation and opportunity of the development of commercial health insurance in our country,present the challenge,Corresponding policy suggestions is proposed based on the analysis above to improve the welfare level of all citizens.%健康是人类社会关注的焦点，是影响人类福祉的重要因素。随着经济改革的深入和社会转型的加速，传统的意义上的“单位人”向“社会人”转变，人们的福利需求日益上升。由于疾病的不确定性和人们的风险意识增强，健康保险越来越受到关注。中国的医疗保障体系是由社会医疗保险、补充医疗保险、商业医疗保险和医疗救助4部分组成的，在保障公民的健康方面发挥着重要作用。为解决我国医药卫生体制长期存在的矛盾和医疗费用增长过快的问题，2009年初，国务院通过了新医改方案。新医改方案中明确提出要建立多层次的医疗保障体系，积极发展商业健康保险。本文将从公平与效率的角度分析在新医改背景下，我国商业健康险的发展现状、发展契机和所面临的挑战，并提出相关的政策建议，提升全体公民的福利水平。
