加强相关配套制度建设是高校遏制腐败的关键

The regulation that the chief leader is prohibited to directly concern of one specific object deepens the discipline of“three majors and one big”.Both the regulation and the discipline are combined to do good to the implementation of the scientific and democratic decision ,the power into the cage of system and the effective corruption curb .For that ,it is necessary to pay attention to the education ,the construction of the systems and the punishment .%“主要领导不直接分管”是“三重一大”制度的深化、补充和完善，两者同时配套运用有利于实现高校科学决策、民主决策，有利于真正实现把权力关进制度的笼子里，有利于有效地遏制高校腐败。实施“三重一大”和“主要领导不直接分管”制度必须抓教育、抓制度、抓惩处等方面有机结合。
