多元视角下城乡规划管理创新探析

摘要

In light of city planning management problems including planning management right separation,planning and decision lacking effective public participation and monitoring and other problems,the paper determines planning and management targets,and analyzes urban-rural plan-ning management creating strategies including planning compilation,urban-rural planning examination and approval,and planning implementa-tion,so as to realize sustainable development of urban-rural planning.%针对城市规划管理存在规划管理权限分散、规划决策缺乏有效的公众参与及监督等问题确定了规划管理的目标，并对规划编制、城乡规划审批、规划实施等多元视角下城乡规划管理创新策略进行了探析，以实现城乡规划的可持续发展。
