摘要

Legal norms and moral norms are reflections of reality and effect on it simultaneously. The norms reflecting reality in the way of spirital can be used to explain how men adapt themselves to reality which is inunderstandible for them. To establish legal norms and moral norms needs practi⁃cal confirmation. Value systerm can not be proved by social indicators systerm, but it is sffective. In social managment, the way of moral norms to come into being and their function on individuals should be considered.%法律和道德规范是对现实的反映并同时作用于现实。以精神实践方式反映现实的规范可以用来解释人如何适应他根本无法理解的现实。道德规范和法律规范的确立需要经过实践确证。法律实证主义并非完全可靠，价值体系虽并非能被社会指标体系证明，但它是有效的。在社会治理过程中，应该考虑到道德规范产生的特点及其对个体的作用。
