农地非农化过程中土地收益分配分析

摘要

In order to restrain the governmental monopoly in land expropriation, innovate the relationship between revenue distributions of land expropriation and protect farmers' rights and interests, this paper uses the methods of empirical and econometric models to measure the land revenue distributed to the peasants and all the regional governments in the agricultural land conversion with the output of agricultural land and remise in the primary land market from 2003 to 2005, revealing that the absolute difference in the land conversion revenue distribution and its relative difference are in the opposite tendency of change.In the multiple regression analysis, the rate of absolute differences in the land conversion revenue distribution is positively related to agricultural production conditions (including the per capita cultivated land, rainfall and the volume of agricultural mechanization) and economic development (including per capita GDP, urban-rural income ratio and investment in fixed assets).The paper ends with relevant policy suggestions based on the research.%为了抑制政府征地的垄断行为,改革现行征地收益分配关系,保障农民权益,利用实证研究和经济计量模型的方法,对2003-2005年全国农地产值和土地出让一级市场等数据,测算并分析了全国各地区政府和农民在农地非农化过程中的土地收益,二者的绝对差额和相对差额呈现相反的变化趋势;通过对二者的绝对差额进行多元回归分析,发现其比值与各地区农业生产条件(人均耕地、降雨量和农业机械化量)和经济发展(人均GDP、城乡收入比和固定资产投资)两大因素息息相关,并根据研究结论提出了相关政策建议.
