高度城市化区域城中村改造问题——两个案例的比较

摘要

在对比分析广州猎德村、深圳上合村两个高度城市化区域城中村改造的具体模式、改造过程中存在的问题基础上,分析不同政策背景下推动城中村改造的途径,得出推进城中村改造的关键问题在于保障村民的发展利益,实现政府、企业、村民三方共赢.对于其中可能存在的矛盾纠纷,政府应更多的以管理者身份引导利益相关者将外部矛盾内部化.%Based on a comparison between the specific modes of urban-village renovation and the problems in the renovation process of two urban-villages respectively in Guangzhou and Shenzhen, this paper analyzes the means of promoting the renovation of urban-villages in different policy contexts, with the result that the key problem to,promoting renovation of urban-villages is to protect the development interests of the villagers and to balance the different interests of the government, enterprises and villagers. The paper holds that the government should act more as a manager to guide those stakeholders to internalize the external conflicts.
