以目标管理为导向的公共组织激励机制的建构

         

摘要

公共组织的公益性及人力资源作为特殊资源在公共组织发挥的作用越来越明显.实现有效激励与人力资源的良性互动得益于建构有效、合理的激励机制,以目标管理为导向的公共组织的激励机制的建构,更好地发挥地目标管理民主参与的特点,最大限度地激活人力资本,把组织目标与个人目标有机结合起来,提高公共组织的运作效率.因此.探讨公共组织激励存在的问题及如何建立适宜的激励机制显得尤为重要.%In view of the increasingly significant role played by public organization and human resource as a special resource , achieving effective incentive strategies and interaction of human resources depends on constructing effective and reasonable incentive mechanism. The construction of objective oriented management of incentive mechanism in public organization not only contributes to the target management of democratic participation and the activation to human capital at the most, but also contributes to the combination of organizational goal and personal goal and improving the operational efficiency of public organization. Therefore, there is a great significance in exploring the problems of incentive methods in public organization and finding the ways of establishing motivation mechanism.
