It observes that the joint - stock automakers could only enhance its technological capability to some extent after integrating the GVC lead by multinational enterprises, and they have confronted the reality that attaining technological advantage in the global market is extremely difficult because of spillover interception. Meanwhile, though those automakers developing independent innovation could build and govern their own GVC, they need more support from the government for fostering capability of core technology, marketing, logistics and venture capital, etc.
