公共政策视角下我国科技基础条件平台开放共享路径研究

摘要

National science and technology infrastructure is an important support for social scientific and technological pro-gress and innovation,and technology platform open sharing includes four levels:open research facilities for free use;estab-lish a public network so that researchers can use technological resources via the network;apply for joint research projects with international cooperation;enhance technological innovation capability of the technology platform. The paper concludes as follows:the technology platform open sharing is built on the basis of a certain size of platform,and the building capacity of technology platform depends on our scientific and technological development level;effective implementation of open tech-nology platform sharing relies on the three major relationships:the relationship between protection and open sharing,the re-lationship between central and local governments,the relationship between government and the market.%国家科技基础条件平台是全社会科技进步与创新的重要支撑，科技平台开放共享在政策驱动模式下，包括四层次，科研设施对外开放，自由使用；设立公共网络，其他研究人员可通过网络使用科技资源；对外合作，联合申请科研项目；提升科技平台的科技创新能力。最后认为，科技平台开放共享是建立在一定规模平台的基础之上，而科技平台建设容量需要与我国的科技发展水平相适应；有效实施科技平台开放共享，需要处理好三大关系，一是保护和开放的关系，二是中央和地方的关系，三是政府与市场的关系。
