The author of this paper explores the developing process of Fred-erickson’s administrative ethics thought from his research,and makes a review of his representative ideas of social jus-tice,social justice composite theory and the ethical theories in administrative process. This paper points out that adminis-trative ethics is the foundation of public administration theory,and the deep implication of administrative ethic relies on val-ue - basic. That is very worth thinking and learning deeply in the field of public administration.
