中国农业科技减贫的效率测度及空间优化--基于三阶段 DEA 方法与空间面板模型的研究

     

摘要

First,this paper makes an evaluation of the efficiency of Chinese agricultural research on rural poverty reduction by using the three -stage DEA model.The evaluation results indicate that the overall efficiency of Chinese provincial agri-cultural R&D is not high,and great improvement is possible,meanwhile,the external operation environment and internal management of R&D investment exert an important influence on the improvement of efficiency.Given the obvious spatial correlation demonstrated by the use efficiency of R&D,this paper empirically analyzes the spatial spillover effects of the ag-ricultural R&D by further examining the efficiency optimization under the framework of spatial analysis and making spatial panel models.The results reveal that the efficiency and other influencing factors have demonstrated relatively obvious spatial spillover effects.Based on this research results,this paper provides suggestions on efficiency optimization of agricultural research on poverty reduction.%首先运用三阶段 DEA 方法对中国省域农业科技减贫效率进行测算,计算结果表明中国农业科技减贫的整体效率不高,不论是纯技术效率还是规模效率均存在较大提升空间,农业科技投入的外部环境因素与内部管理因素都直接影响减贫效率;然后,鉴于地区之间还存在较明显的空间相关性,因此再运用空间计量模型进一步考察各地区科技减贫效率值以及各影响因素的空间外溢特征;最后,根据检验结果提出优化农业科技减贫效率的政策建议。
