University administrative staffs serve teaching, scientific research and the whole teachers and students, so how to improve the effectiveness and the quality through scientific and effective working methods in order to adapt to contemporary ad-ministrative management model has been gradually on the agen-da. Dialectical materialism, as a scientific outlook on the world and methodology, reveals the general characteristics and essential laws of the movement, change and development of things. If ad-ministrative staffs can use related theories and methods of dialec-tical materialism as the guidance, they will be able to save cost and improve the effectiveness in their work, thus completing their work with ease, and impelling orderly, professional and scientific administrative work.
