当前,我国农业正经历着深刻转变,农业现代化资金来源呈现多元化发展趋势；但资金供给不足,市场资金比重小、动力弱,财政资金总量有限、支持引导效益低,制约着农业现代化发展.本文在总结美国、法国和日本三大主要发达国家农业现代化资金来源多元化经验基础上,从政府和市场两大视角出发,提出当前我国应努力加大公共产品和公共服务农业投资的的总量,逐渐建立引导性专项资金的投资机制；明确和重点增加政府对农民转移、土地流转及合作经济组织发展的政策支持；积极发展农业产业投资基金；积极推动农业类企业发行股票上市融资和发行农业各类债券；引导农业资本市场投入农业,扩大金融市场投资规模.%At present, China's agriculture is changing profoundly; agricultural diversification of funding source is getting into the tendency to agricultural modernization. But insufficient funding, small market share, weak power, and limited total financial capital, low supported guiding effectiveness, are limited by the development of agricultural modernization. This article is on the basis of the experience of diversification of funding source in United States, France and Japan these developed countries, from two aspects of government and market, suggests that China should make efforts to increase the total amount of agricultural investment in public goods and public services; gradually establish a leading special funding investment policy; Clearly focused on increasing the supports on the development of policies that Government as to farmers' transferring, land transferring and cooperative economic organizations; Actively develop funding investment in agricultural industry and promote the listing stock financing of agricultural enterprises and issue all kinds of bonds; guide agricultural capital market investment in agriculture, and expand the scale of investment in the financial markets.
