2018年度口岸公共卫生安全防控工作形势分析及对策

摘要

目的 通过分析防控工作所面临的形势和问题,进一步加强口岸公共卫生安全防控工作.方法 分析了2018年度国内外公共卫生安全防控工作所面临的形势,国际间传染病疫情持续流行,病媒传染病防控难度加大,口岸突发公共卫生事件频繁出现.结果 剖析和阐述了防控工作面临的问题,传染病本身的特性增加了防控工作的难度,现代物流人流的发展增加了防控不确定性以及目前的技术手段难以实现100%检出的目标.结论 强化"三道防线",强化风险管理,强化模式创新,强化深度融合,强化核心能力,才能筑牢口岸检疫防线,确保口岸公共卫生安全.%Objective To analyse the situation and problems of prevention and control of public health safety at ports and discuss how to further strengthen the concerned work.Method The situation of public biosafety prevention and control work domestic and foreign in 2018 were analyzed.The results showed that international epidemic situation of infectious diseases continued,the prevention and control of vector-borne infectious diseases increased,and public health emergencies at ports occurred frequently.Result This paper analyses and expounds the problems faced by the work of prevention and control.The characteristics of infectious diseases increase the difficulty of prevention and control.The development of modern logistics and flow increases the uncertainty of prevention and control,and the current technology is difficult to achieve the goal of 100% detection.Conclusion Only by strengthening the"three lines of defense",such as strengthening risk management,model innovation,deep integration as well as core competence can build a strong quarantine line at ports to ensure public health safety.
