The present invention relates to a system for analyzing a public surveillance CCTV prioritized installation area and a civil complaint for installation of a public closed-circuit television (CCTV) for crime surveillance, based on a pedestrian intersection, and to a control method of the same. The method of selecting a prioritized installation area of a public surveillance camera according to the present invention includes: a step for determining the pedestrian intersection, which is an intersecting point of pedestrian streets included within roads in a preselected area based on pedestrian street information corresponding to the roads, selecting a target pedestrian intersection for analysis by excluding pedestrian intersections included within the monitoring area of the crime surveillance camera preinstalled, from the pedestrian intersections, which are the candidate areas for installing the crime surveillance camera as determined above, determining the surveillance area which is within a predetermined radius from the selected pedestrian intersections, and applying multiple preselected pieces of elements of crime induction to the surveillance area to calculate individual indices which correspond to the respective elements of the respective target pedestrian intersections; and a step for applying weights for different factors to the calculated indices of the respective target pedestrian intersections to generate evaluation indices through a linear combination, and deciding the priority for installing the crime surveillance camera in the target pedestrian intersections based on the generated evaluation indices.
